国际湿地大会(武汉)遗产开发利用研究

摘　　要：武汉市于2022年6月通过“国际湿地城市”认证,成为第一个举办《湿地公约》缔约方大会的国际湿地城市。通过综合运用文献综述与实地调研,分析了武汉城市湿地资源的保护利用现状,结果发现目前存在生态保护工作尚未形成有效合力、原生湿地的空间封闭性较高、功能地块的划分与水网布局之间关系混乱、资源开发中空间和功能利用不够高效、生态产品价值实现途径有限、湿地文化传承发展不足等问题。基于复合生态系统理论并结合案例分析,对国际湿地大会(武汉)遗产开发利用提炼出要提高生物多样性、实现“双碳”目标、融入海绵城市、把握信息时代、挖掘湿地文化、注重湿地美学等原则,并提出在生态效应方面,优化湿地保护发展体制机制、强化湿地修复成效监督、加强湿地的科研监测和智能化管理、创立系统性的增碳网络;在经济效应方面,创新湿地资源利用模式、推动湿地旅游产业发展、丰富湿地文化产业模式、创新旅游衍生品形式;在社会效应方面,成立国际湿地城市创新联盟、增强湿地经济强化品牌意识、加大科普宣传、强化湿地宣教推广工作,以期助力实现城市与湿地的共生共兴共融发展,达到生态环境保护与城市发展的双赢。Wuhan,a city born of water with abundant wetland resources,became the first international wetland city to host the contracting party conference of the Ramsar Convention when it was certified as an"International Wetland City"in June 2022.By integrating literature review and field research,this study analyzed the current status of protection and utilization of urban wetland resources in Wuhan.The results revealed several issues,including the lack of effective joint effort in ecological protection,high spatial closure of native wetlands,chaotic relationships between functional land division and water network layout,inefficient spatial and functional use in resource development,limited pathways for realizing the value of ecological products,and insufficient inheritance and development of wetland culture.Based on the theory of complex ecosystem and combined with case analysis,the study extracted principles for the development and utilization of the legacy of the International Wetland Conference,such as enhancing biodiversity,achieving dual-carbon goals,integrating into sponge cities,seizing the information age,exploring wetland culture,and focusing on wetland aesthetics.It also proposed recommendations in terms of ecological effects,including optimizing the institutional mechanism for wetland protection and development,strengthening supervision of wetland restoration effectiveness,enhancing scientific research,monitoring,and intelligent management of wetlands,and establishing a systematic carbon-increasing network.In terms of economic effects,it suggested innovating wetland resource utilization models,promoting the development of wetland tourism industry,enriching wetland cultural industry models,and innovating forms of tourism derivatives.Regarding social effects,it recommended establishing an International Wetland City Innovation Alliance,enhancing wetland economy and brand awareness,increasing science popularization,and strengthening wetland publicity and promotion efforts.These measures aim to facilitate the symbi
