形式主义的生成逻辑与纠治机制——基于组织学的分析

摘　　要：党的十八大以来,反对形式主义成为反“四风”的重要内容,受到党和国家的高度重视。不过,在现实生活中,形式主义仍然存在,尤其是基层形式主义,甚至屡禁不止。从组织学的视角出发分析这一现象,可见恰当的组织治理形式对于有效落实国家治理任务具有重要意义。笔者对于调研、填表与相关组织的“顶格管理”,发文、开会与相关组织的“职责同构”,考评、督查与相关组织的“权责错位”等现象的系统考察表明,层级组织的治理形式在实际运作中可能偏离制度化的治理机制,甚至产生异化现象,从而导致理性的治理形式以去理性化的方式生成形式主义,由此构成基层形式主义屡禁不止的共通逻辑。为了弱化乃至消除这一逻辑,笔者建议,保持组织灵活性、注重组织差异性并且确保组织自主性,以纠治和破解形式主义。Since the 18th National Congress of the Communist Party of China,pointless formalities,as part of the“Four Forms of Decadence”,has received significant attention.However,pointless formalities remain pervasive in practice,particularly in community-level government.To approach this issue,this study adopts an organizational analysis perspective,emphasizing the importance and necessity of effective governance mechanisms for organizations at all levels in fulfilling national governance tasks.Through empirical examination of three key issue:(1)research,filling out forms,and“top-tier management”practices in relevant organizations,(2)document circulation and meetings under the framework of“vertical organization”across different levels of the government,and(3)evaluation and inspection systems amid the“misalignment of authority and responsibility”,the article argues that governance mechanisms in practice often deviate from their intended designs.This deviation leads to the gradual alienation of governance behaviors,where rational governance forms paradoxically generate irrational pointless formalities,constituting the common logic behind the persistence of pointless formalities in community-level government.Based on this logic,the study proposes the following corrective measures:maintaining organizational flexibility,emphasizing organizational differentiation,and ensuring organizational autonomy.
