摘　　要：尊重和保障人权是中国共产党一以贯之的执政主题。自党的十八大以来,习近平总书记围绕此议题提出一系列重要论断,开辟了21世纪马克思主义人权观的新篇章。从生成逻辑来看,习近平总书记关于尊重和保障人权的重要论述发轫于马克思主义人权思想,根植于中国共产党的百年人权探索历程,立足于创新引领当代美好生活实践的现实需求。从核心要义来看,这一重要论述指明坚持党对人权事业的领导是尊重和保障人权的根本保证,坚持以人民为中心的价值理念是尊重和保障人权的价值导向,坚持“两个结合”是尊重和保障人权的原则遵循,坚持两个“基本点”是尊重和保障人权的方法依据。从实践要求来看,这一重要论述擘画出新时代尊重和保障人权的“五位一体”总体图式,即以生命为本,系统保障人民的生命安全与身体健康;以发展为纲,协调增进全体人民的广泛权利;以法治为盾,切实加强人权法治保障;以理念为先,积极营造人权文化氛围;以共治为向,推动构建更加公正、合理、包容的全球人权治理格局。Respecting and protecting human rights is the consistent governing theme of the Communist Party of China(CPC).Since the 18th National Congress of the CPC,Xi Jinping has put forward a series of important statements on respecting and protecting human rights,opening up a new chapter of Marxist human rights theory in the 21st century.From the perspective of its generation logic,Xi Jinping′s important expositions on respecting and protecting human rights are originated from Marxist human rights thought,continued from the centennial human rights exploration of the CPC,and based on innovative guidance for the construction of a better contemporary life.From the perspective of its core essence,the important expositions point out that adhering to the leadership of the Party in the cause of human rights is the fundamental guarantee for respecting and safeguarding human rights,adhering to the people-centered value idea is the value orientation for respecting and safeguarding human rights,adhering to the two "combinations" is the principle to follow for respecting and safeguarding human rights,and adhering to the two "basic points" is the method basis for respecting and safeguarding human rights.From the perspective of its practical requirements,the important expositions outline the overall framework of the "Five in One" for respecting and safeguarding human rights in the new era,which is taking life as the fundamental system to ensure the safety and physical health of the people,taking development as the guiding principle to coordinate and enhance the broad rights of all people,using the rule of law as a shield to strengthen the legal protection of human rights,fostering a positive social environment of human rights guided by ideas,and promoting the construction of a more just,reasonable and inclusive global human rights governance pattern with the direction of co-governance.
