摘　　要：中国与中亚五国是友好近邻,中亚地区是中国周边外交的重要组成部分,分析冷战后日本中亚政策的特点及其对中国与中亚国家关系的影响,有利于更好地建设中国—中亚命运共同体。冷战后日本中亚政策具有阶段性,逐步走向深化。2004年以后主要利用“中亚+日本”对话机制推进中亚政策。日本利用政府开发援助(ODA)对中亚各国进行援助,官方主导,政企合作,为实现外交目标服务。同时,日本也重视与中亚国家的人文交流,培养亲日派,提升民众对日本的好感度。从目前实际情况看,冷战后日本中亚政策对中国与中亚国家关系影响有限。中亚国家为获取国家发展所需经济援助与良好国际环境,奉行多元平衡外交,努力处理好与域内外国家关系。中亚国家积极参与“一带一路”共建,近年与中国关系发展迅速,主要贸易往来国是中国、俄罗斯。China and the five Central Asian countries are friendly neighbors,and the Central Asian region is an important component of China’s neighborhood diplomacy.Analyzing the characteristics of Japan’s Central Asian policy after the Cold War and its impact on the relations between China and Central Asian countries is conducive to better building a China-Central Asia community with a shared future.There are four characteristics of Japan’s Central Asian policy after the Cold War:It has a phased nature and gradually deepens.After 2004,it mainly promoted its Central Asian policy through the“Central Asia+Japan”dialogue mechanism.Japan provides assistance to Central Asian countries through Official Development Assistance(ODA),which is led by the government and features cooperation between the government and enterprises,serving the realization of diplomatic goals.At the same time,Japan also pays attention to people-to-people and cultural exchanges with Central Asian countries,cultivating pro-Japanese elements and enhancing the public’s favorable impression of Japan.Judging from the current actual situation,Japan’s Central Asian policy after the Cold War has a limited impact on the relations between China and Central Asian countries.Central Asian countries pursue a multi-dimensional and balanced foreign policy and strive to handle their relations with countries both inside and outside the region in order to obtain the economic assistance and a favorable international environment.Central Asian countries actively participated in the joint construction of the Belt and Road Initiative,and their relations with China have developed rapidly in recent years.The main trading partners of Central Asian countries are China and Russia.
