民国初年山西水利纠纷与地方治理——以定襄县广济渠为例

摘　　要：山西省定襄县水利开发历史较早,水利纠纷较多,其中有关广济渠的水利纠纷最为频繁。从水利纠纷的缘起、过程和纠纷的解决三方面考察了民国初年广济渠的水利纠纷和地方各类主体之间的互动。定襄滹沱河流域水源主要依靠降水补给,季节性强,人口的增加和土地面积的扩大加剧了对水资源的需求,这让开渠灌溉成为这一带经常性的活动,矛盾利益纠纷不止。民国初年,续西峰复修的广济渠遭到了河流上游白村的反对,纠纷从协商谈判逐步演化为流血事件,最终以强制手段开通了白村段的工程。在此次事件过程中,宗族等地方力量成为解决纠纷的主要途径之一,在广济渠开通后,订立的水规成为维系村庄之间用水的主要制度。民国初年的广济渠水利纠纷,因自然原因而起却因社会因素使得纠纷不断扩大化,地方自治力量在纠纷的化解中发挥了重要作用。Dingxiang County in Shanxi Province had an early history of water development and frequent water disputes,among which the water disputes related to the Guangji Canal were the most frequent.This paper examines the Guangji Canal disputes and interactions among various local entities during the early Republic of China from three aspects:origins,process,and resolution of the disputes.The Hutuo River Basin in Dingxiang relies heavily on seasonal precipitation for water resources.Population growth and cultivated land expansion intensified water demand,making canal construction for irrigation a common practice and sparking incessant conflicts.During the early Republic of China,Xu Xifeng’s restoration of Guangji Canal was opposed by Baicun Village upstream.The dispute escalated from negotiations to bloody incidents,and the Baicun section was eventually opened through coercive measures.Local institutions like clans emerged as key means in resolving the conflict.After the opening of Guangji Canal,established water regulations became the primary institution for maintaining water use among villages.The water disputes surrounding Guangji Canal in the early Republic of China originated from natural causes but expanded due to social factors,with local autonomous forces playing a significant role in dispute resolution.
