摘　　要：新材料产业属于战略性和基础性产业,同时还是高技术竞争的关键领域。作为国家重大战略方向,我国新材料产业的发展面临的迫切任务在于提升创新力、攀升价值链、构筑国际竞争优势、强化商业化应用。作为新材料产业企业,一方面需在降本提效的可持续模式下不断提升自主创新水平,另一方面也需向市场其他参与者解锁其创新技术从而加速大规模技术应用,以点及面,推动我国新材料产业发展。通过从企业技术的主要载体之一专利这一重要无形资产入手,构建以全球专利数据库、人工智能算法、技术市场的竞争情况分析等与企业创新技术之间更直接相关的指标组成的专利资产评估体系;基于分析评估给出合理化建议,探索基于专利价值评估的企业专利运营策略。这增强了传统专利评估方法的短板,在新经济形势下,为新材料产业企业提供了能在降本提效的可持续模式下不断提升自主创新水平新思路。The new materials industry is a strategic,fundamental,and critical area of high-tech competition.The major domestic strategic direction is:facing the urgent tasks of enhancing innovation,climbing up the value chain,constructing international competitive advantages,and strengthening commercialization and application.As a new material industry enterprise,it's necessary to first explore the sustainable mode of cost reduction and efficiency enhancement to continuously improve the level of independent innovation;then to unlock the innovative technologies to other market participants to accelerate the application of large-scale technology,and to promote the development of China's new material industry in a point to point manner.In the above regard,by starting with the significant intangible asset of patents,a main carrier of enterprise technology,this study constructed a patent value assessment system composed of global patent database,artificial intelligence algorithms,analysis of the competitive situation in the technology market,and indicators that directly related to the enterprise's innovative technology.Based on the analysis and evaluation rationalized suggestions,the patent utilization strategy of the enterprise according to the evaluation of patent value were given.The research significance of this paper enhances the short boards of conventional patent evaluation methods and provides innovative ideas for new material industry enterprises,enabling a better level of independent innovation under the sustainable mode of cost reduction and efficiency improvement under the new economic trend.
