摘　　要：人类命运共同体理念继承和发展了近代国际关系规则演变进程中形成的一系列规范性原则,蕴含面向未来的先进性和传承过往的延续性特质。人类命运共同体理念汲取《威斯特伐利亚和约》确立的“平等”和“主权”原则,并在实践中以积极建构新型国际关系的方式实现了对其的内在超越。人类命运共同体理念遵循《联合国宪章》明确的“四大宗旨”和“七项原则”,在此基础上对这些宗旨和原则进行了合理化改造与时代化创新,推动形成国际人权事业共同发展的新格局。人类命运共同体理念始终坚持和挖掘万隆会议所确立的和平共处五项原则,在尊重各国主权的基础上积极探索更加合理公正的国际秩序,以打造区域共同体的实践路径推动构建人类命运共同体。The concept of a community with a shared future for mankind has inherited and developed a series of normative principles formed in the evolution of the rules of modern international relations,which contain progressiveness for the future and continuity for the past.The concept of a community with a shared future for mankind has absorbed the principles of“equality”and“sovereignty”established in the Treaty of Westphalia,and has achieved internal transcendence of the Treaty of Westphalia in practice by actively constructing a new type of international relations.The concept of a community with a shared future for mankind follows the“Four Purposes”and“Seven Principles”clearly defined in the United Nations Charter.Based on this,these purposes and principles have been rationalized and innovated with the times,promoting the formation of a new pattern of common development in the international human rights cause.The concept of a community with a shared future for mankind has always been adhered to and actively explored by the Five Principles of Peaceful Coexistence establ ished at the Bandung Conference.On the basis of respecting the sovereignty of all countries,we actively explore a more reasonable and just international order,and promote the construction of a community with a shared future for mankind through the practical path of building a region al community.
