数字技术赋能平安建设的机理与路径

摘  要:平安建设是社会治理的一项举措,加强和完善平安建设工作有助于构建新安全格局,建设更高水平平安中国,进而达至良好的社会治理状态。信息社会的复杂特征、平安建设复杂性与复杂适应系统理论相契合,以该理论为基点,从结构、功能、保障三个维度进行分析可以发现,数字技术赋能平安建设的机理在于参与主体多元、进行有效互动,提高适应能力、获得实时反馈,生成治理规则、流转治理信息。“建设更高水平平安中国”为平安建设工作提出了更高要求,鉴于数字技术在平安建设工作中的突出优势,因此,必须重视发挥其作用。在运用数字技术赋能平安建设的路径上,应当以公众需求为中心,不断提升平安建设工作水平;以数据设施为基础,有效发挥数字技术杠杆作用;以法律法规为保障,切实破除平安建设制度屏障。Safe society construction is a measure of social governance that strengthens and improves safety initiatives,contributing to the establishment of a new security framework and a higher level of a Safe China,ultimately achieving a positive state of social governance.The complex characteristics of information society align with the complexities of safety construction and the theory of complex adaptive systems.Analyzing this from structural,functional,and supportive dimensions reveals that the empowerment of safe society construction by digital technology hinges on diverse stakeholder participation,effective interaction,enhanced adaptability,real-time feedback,governance rule generation,and information flow.The goal of“building a higher level of Safe China”sets higher standards for safety initiatives.Given the significant advantages of digital technology in this realm,its role must be emphasized.The path to leveraging digital technology for safe society construction should focus on public needs,continuously enhancing the quality of safety initiatives;rely on data infrastructure to effectively leverage digital technology;and ensure legal and regulatory frameworks to dismantle institutional barriers to safe society construction.
