摘　　要：制度建设是关系党和国家事业发展的根本性、全局性、稳定性、长期性问题,党的二十届三中全会将“坚持以制度建设为主线”作为进一步全面深化改革的原则之一。围绕制度建设主线,明晰其“为何”、“依据何”以及“如何”等问题,是应对新时代复杂局势、推进中国式现代化的重要课题。新时代党和国家把制度建设摆在更加突出的位置,这是理论指引、历史积淀和实践需求相互交织的结果。新时代加强制度建设,要在坚持党的领导、人民导向、系统观念三大原则的基础上,进一步推动制度视野格局的拓展、制度内容体系的完备、制度执行效力的强化、制度评估机制的健全。Institutional building is a fundamental,overall,stable,and long-term issue related to the development of the Party and the country’s cause.The Third Plenary Session of the 20th Central Committee of the Party proposed“taking institution building as our main task”as one of the principles for further comprehensively deepening reform.Focusing on the main task of institution building,clarifying the issues of“why”,“on what basis”and“how”is an important issue to deal with the complex situation in the new era and advance Chinese modernization.In the new era,the Party and the state have placed institutional building in a more prominent position,which is the result of the interweaving of theoretical guidance,historical accumulation,and practical needs.We should further promote the expansion of institutional vision,the completeness of institutional content system,the strengthening of institutional execution effectiveness,and the improvement of institutional evaluation mechanism on the basis of adhering to the three principles of Party leadership,people orientation,and systematic thinking.
