摘　　要：会展业专项资金政策是促进城市会展业发展的重要组成部分,评估会展业专项资金政策的实施成效对于会展业整体激励体系的构建具有重要意义.文章运用德尔菲法从规模化效应、国际化效应、品牌化效应、专业化效应、溢出化效应5个方面设计了会展业专项资金政策实施效果评估指标体系,通过炳值法进行指标赋权,构建了基于灰色关联度分析的会展业专项资金政策实施效果评估模型.并以海口市为研究单位,选取2012-2018年的数据样本进行了实证分析.结果表明,海口市会展业专项资金政策总体取得了较好成效,专项资金政策实施以后对会展业的专业化影响最为显著,对会展业国际化影响不明显,同时会展专项资金政策面临着短期有效性和不可持续性并存的问题。基于此,从补贴方式、政策协同、政策服务三方面提出政策优化建议.The special fund policy of MICE industry is an important part of promoting the development of the city's MICE industry.It is of great significance to evaluate the implementation effect of the special fund policy for the MICE industry to construct the overall incentive system of the MICE industry.Using Delphi method,designs the evaluation index system of the implementation effect of the special fund policy of the MICE industry from the five aspects of scale effect:internationalization effect,brand effect,specialization effect and spillover effect.Through the entropy method,the index is weighted,and the evaluation model of the implementation effect of the special fund policy of the MICE industry is constructed based on the grey correlation analysis.Taking Haikou City as an example,the data samples from 2012 to 2018 are selected for empirical analysis.The results show that Haikou's special fund policy for MICE industry has achieved good results in general.After the implementation of the special fund policy,it has the most significant impact on the specialization of MICE industry,but has no obvious impact on the internationalization of MICE industry.At the same time,the special fund policy for MICE industry is faced with the problem of short-term effectiveness and unsustainability.Based on this,policy optimization suggestions are put forward from three aspects:subsidy mode,policy coordination and policy service.
