摘 要:高等教育对外开放是实现教育强国、科技强国和人才强国战略目标的重要支撑。研究基于2008—2021年平衡面板数据,运用改进的熵值法、核密度估计法、Dagum基尼系数和障碍因子诊断模型,系统对我国高等教育对外开放的发展现状、时空演进趋势和影响因素展开了探讨。研究结果表明:我国高等教育对外开放整体呈现向优发展趋势,但整体水平有待提升;四大区域间存在显著的水平差异,区域内部差异呈扩大趋势,且区域间差异是空间差异的主导性贡献因素;国际学术交流是准则层主要障碍要素,合作办学机构数等因子是指标层的核心制约要素,且障碍因子的相对重要性在时间维度上呈现动态演变特征。据此建议,着力推动区域协调发展,构建高水平开放新格局;锚定发展障碍要素,健全质量提升体系;创新韧性治理模式,完善长效发展机制。Opening-up of higher education is an important support for achieving the strategic goals of building a strong education country,a strong technology country,and a strong talent country.Based on the balanced panel data from 2008 to 2021,an improved entropy method,kernel density estimation method,Dagum Gini coefficient,and obstacle factor diagnostic model were used to explore the development status,spatiotemporal evolution trend,and influencing factors of China's opening-up of higher education.The research results indicate that China's opening-up of higher education is showing an overall trend towards optimal development,but the overall level needs to be improved;There are significant horizontal differences among the four major regions,and intraregional disparities show an expanding trend,with between-region variations being the dominant contributing factor to spatial differences;International academic exchange is the main obstacle factor at the standard level,while factors such as the number of cooperative educational institutions are the core constraint factors at the indicator level.The relative importance of these obstacle factors exhibits dynamic evolution characteristics in the time dimension.Research suggests that efforts should be made to promote regional coordinated development and build a new pattern of high-level openness;Anchor the development obstacles and improve the quality improvement system;Innovate resilient governance models and improve long-term development mechanisms.
