摘　　要：1938年,国民政府教育部成立农业教育委员会,作为发展农业教育的最高行政机构,也是国民政府在抗战期间规划指导农业教育的重要部门。为适应战时体制与长期抗战需要,农业教育委员会对国统区农业教育作了统筹规划与部署。虽然国民政府农业教育委员会开展的各项工作具有明显的官方立场,带有实用性、功利性和不彻底性,但其在推动战时中国农业教育、促进农业学术研究、推广农业知识等方面产生了一定影响。因此,全面考察和研究战时农业教育委员会及大后方农业教育的相关史实,不仅具有重要的史学价值,对当今农业发展与“新农科”建设也具有一定的意义。Food security is a vital foundation of national security in China and a bottom-line requirement for advancing China’s path to modernization.This article constructs an evaluation index system for food production security,uses provincial panel data,and employs multiple research methods to conduct in-depth analysis of the impact of policy-based agricultural insurance on food security from various dimensions.The research results show that policy-based agricultural insurance has a significant positive impact on food security,and its mechanism of action is mainly achieved through loss compensation and risk dispersion,promoting agricultural technological innovation,and enhancing the credibility of the entire industrial chain financing.Based on this conclusion,this paper proposes policy recommendations to promote the transformation and upgrading of agricultural insurance,improve multi-level agricultural insurance mechanisms,perfect the mechanism for dispersing agricultural catastrophe risks,and empower farmers'financing credibility with technology,so as to better serve the food security strategy.
