摘　　要：新时代“枫桥经验”在基层治理、矛盾风险、工作手段等方面已悄然发生深刻转变。作为“化解矛盾风险、维护社会稳定”的一个重要场域,近年来“民转刑”犯罪呈现放大、纠合、引爆和对抗等态势动向,存在矛盾产生风险前移、矛盾发现迹象隐匿和矛盾处置反向助澜等演变规律和防控难点。应深化运用新时代“枫桥经验”,坚持“预防在先、运用法,就就地化解、数字赋能”,整体推进执法司法风险闭环管理,系统构建多元化解纷机制,全面提升“民转刑”预警防控能级,着力构建形成遏制“民转刑”犯罪的“大防控”格局。The Third Plenary Session of the 20th Central Committee of the Communist Party of China emphasizes the adherence to and development of the“Fengqiao Experience”within the overall reform,and has quietly undergone profound changes in grassroots governance,contradiction risks,and working methods.As an important field of“resolving the risk of contradictions and maintaining social stability”in recent years,the“civil-to-criminal case conversion”has shown a trend of amplification,entanglement,detonation,and confrontation,with evolutionary laws and difficulties in prevention and control,such as the risk of contradictions moving forward,the signs of contradiction discovery being hidden,and the contradiction handling being reversed.It is necessary to deepen the use of the“Fengqiao Experience”in the new era,adhere to the principle of“prevention first,use of the rule of law,on-the-spot resolution,and digital empowerment”,continuously strengthen source governance and control of gates,promote the closed-loop management of law enforcement and judicial risks as a whole,systematically build a diversified dispute resolution mechanism,comprehensively improve the level of early warning,prevention and control of“civil to-criminal case conversion”,and strive to build a“large prevention and control”pattern to curb the“civil-to-criminal case conversion”.
