高等教育治理数字化转型的目标指向、现实悖论与优化路径

摘　　要：高等教育治理数字化转型既是实现高等教育协同治理的重要保障,也是助推高等教育治理精准化和建构高等教育韧性治理体系的现实需要。凝聚数字之“力”以打造高等教育治理新载体,夯实数字之“制”塑造高等教育治理新规范,彰显数字之“智”营造高等教育治理新生态构成了高等教育治理数字化转型的目标指向。但在现实推进过程中,高等教育治理主体的数字化重构、治理流程的数字化再造以及治理效能的数字化重塑存在着理想与现实之间的偏差,呈现“数字包容”与“数字排斥”、“数字融合”与“数字粘贴”、“数字赋能”与“数字负能”三重悖论。对此,应全面激发主体活力,系统优化治理流程以及充分释放数治效能,优化高等教育治理数字化转型路径。The digital transformation of higher education governance is not only an important guarantee forrealizing collaborative governance of higher education but also a practical need to promote the precision of highereducation governance and build a resilient higher education governance system.Concentrating the"power"ofdigital technology to create new platforms for higher education governance,consolidatig the"regulation"ofdigital technology to shape new norms for higher education governance,and showcasing the"wisdom"of digitaltechnology to create a new ecosystem for higher education governance constitute the target orientation of thedigital transformation of higher education governance.However,in the process of the digital transformation ofhigher education governance,there is a deviation between ideal and reality in the digital reconstruction of thegovernance subject,governance process and governance effectiveness,which is presented as a triple paradox of"digital inclusion"and"digital exclusion","digital integration"and"digital paste","digital empowerment"and"digital negative energy".In this regard,this paper puts forward a digital transformation optimization path ofhigher education governance that fully stimulates the vitality of governance subjects,systematically optimizes thegovernance process and fully releases the effectiveness of digital governance.
