创新高地具有怎样的高等教育层次结构——以美国州域为例

摘　　要：区域高等教育层次结构与创新高地建设之间存在密切关联。基于美国2000—2020年州域面板数据,研究发现:美国州域创新高地(创新规模全美前十五的州)并不以高等教育层次重心较高为主要特征。随着州域创新的规模增长与集聚发展,会出现研究生教育占比上升或下降的州际分化。州域创新规模增长驱动层次重心上移,州域创新规模的全美占比扩大则推动其下移,且具有“高者愈高,低者愈低”趋势。适应区域创新集聚发展格局,区域高等教育层次结构呈现“高重心”和“低重心”两类发展模式。因此,应构建与创新集聚发展格局相适应的高等教育布局结构,根据各地创新需求定制高等教育发展优先次序,完善区域高等教育差异化支撑创新高地建设的政策供给体系。There is a close correlation between the regional higher education hierarchies and the construction ofinnovation highlands.An analysis based on U.S.state panel data from 2000—2020 found that U.S.stateinnovation highlands(the top fifieen states in the nation in terms of innovation scale)are not primarilycharacterized by a higher center of gravity of higher education levels.As the scale of state innovation grows andagglomeration develops,there is an interstate divergence in which the share of graduate education rises or falls.The growth in the size of state innovation drives upward shifts in the center of gravity,while the expansion of thenational share of state innovation size drives downward shifts,with a tendency for the higher ones to go higherand the lower ones to go lower.Adapting to the development pattern of regional innovation agglomeration,regional higher education hierarchies show two types of development patterns:"high center of gravity"and"lowcenter of gravity"modes.The conclusion is that it is important to build a higher education layout structure that iscompatible with the development pattern of innovation agglomeration,to customize the priorities of highereducation development according to the innovation needs of each region,and to improve the policy supply systemof regional higher education differentiation to support the construction of innovation highlands.
