摘　　要：从苏联解体至今,俄罗斯的文化政策几经嬗变。为应对当前日益严峻的社会、国家和国际形势,俄罗斯联邦政府于2024年9月颁布了最新版《2030年前俄罗斯联邦国家文化政策战略》。该战略将文化问题提升至国家重要战略层面,是俄罗斯当下最完善、最具指导意义的文化政策。它的出台不仅是国家发展的内部需求,也是维护其外部国际话语权的必要选择。本文从该战略的出台背景入手,评述其主要政策及其实施策略,考察评估战略预期成效的各项指标,着重对该战略在当下俄罗斯文化发展现状的意义及影响进行分析,并指出该战略存在的弊端和问题。From the dissolution of the Soviet Union to the present day,Russia’s cultural policy has undergone several transmutations,and in response to the increasingly critical social,national and international situation,the Ministry of Culture of the Government of the Russian Federation issued in September 2024 the latest version of theСтратегияГосударственнойКультурнойПолитикинаПериоддо2030Года.The strategy was introduced not only in response to the country’s internal demand for development,but also as a necessary option to preserve its external international discourse.By elevating the issue of culture to the level of an important national strategy,the strategy is the most comprehensive and instructive cultural policy in Russia today.This paper begins with the background of the strategy,reviews its main policies and implementation strategies,examines the indicators for evaluating the strategy’s expected effectiveness,analyses the significance and impact of the strategy on the current state of cultural development in Russia,and points out the drawbacks and problems of the strategy.
