摘 要:本研究从生态环境法视角出发,系统探讨了种子生产对土壤、水资源、空气质量及生物多样性的环境影响,并分析了生态环境法规在种子生产管理中的应用现状及其挑战。研究基于国际、国家及地方层面的生态环境法,评估了环境影响评估与保护措施在种子生产中的执行效果,同时结合具体案例揭示了法规实施的关键要素。针对当前技术壁垒、资金不足及政策执行力度不足等问题,提出了优化策略,包括加强技术研发与创新、增加资金投入、完善法律监督与执行机制,以及提高农民与企业的环境保护意识。本研究旨在为种子生产的可持续发展提供科学依据和实用指导,助力生态环境保护与经济效益的协调发展。This study adopts an ecological environmental law perspective to systematically examine the environmental impacts of seed production on soil,water resources,air quality,and biodiversity.It analyzes the current application status and challenges of ecological environmental regulations in seed production management.Drawing on ecological environmental laws at international,national,and local levels,the study evaluates the effectiveness of environmental impact assessments and protective measures in seed production.Through specific case studies,it identifies key factors influencing the implementation of these regulations.In response to issues such as technological barriers,insufficient funding,and weak policy enforcement,the study proposes optimization strategies,including enhancing technological research and innovation,increasing financial investment,improving legal supervision and enforcement mechanisms,and raising environmental awareness among farmers and enterprises.This research aims to provide scientific evidence and practical guidance for the sustainable development of seed production,promoting the harmonious development of ecological environmental protection and economic benefits.
