摘 要:泛在可及的终身教育体系是现代信息技术与终身教育理论深度融合的创新成果,是提升教育效能和服务教育强国战略的重要路径。该体系以推进差异公平、深化技术赋能以及实现协同共生为核心理念,并在国内政策与实践的双重驱动下不断深化完善。针对当前体系构建过程中出现的基层响应不足、技术异化风险与协作机制缺位的现实困境,在顶层设计上应以“三维协同模型”为支撑框架,在实践操作层面遵循“三位一体”的优化路径,即以需求导向引领体系建设,以资源整合深化技术赋能、以完善治理机制激活多元协作来实现由上而下的困境破解,从而为学习型社会的构建提供坚实的理论支撑与实践范式。The ubiquitous and accessible lifelong education system represents an innovative integration of modern information technology and lifelong education theory,serving as a critical pathway to enhance educational efficacy and advance the national strategy for educational excellence.Grounded in the core principles of promoting differentiated equity,deepening technological empowerment,and fostering collaborative symbiosis,this system has undergone continuous refinement driven by both policy initiatives and practical implementation in China.To address the current challenges in its construction—such as inadequate grassroots responsiveness,risks of technological alienation,and deficiencies in collaborative mechanisms.The top-level design should adopt a“Three-Dimensional Synergy Model”as its structural framework.At the operational level,a“Trinity Optimization Pathway”is proposed:demand-driven system development,resource integration to amplify technological empowerment,and governance mechanism enhancement to activate multi-stakeholder collaboration.These strategies aim to systematically resolve existing obstacles,thereby providing robust theoretical underpinning and practical paradigms for the establishment of a learning society.
