摘　　要：《保障青少年足球运动安全指南》为享誉全球的英国青少年足球运动的发展做出了重要贡献,它是推动英国青少年足球运动和儿童权益保障协调发展的重要行动抓手,对我国新时代“建设体育强国”和“振兴中国足球”战略背景下青少年足球运动发展有重要的借鉴与启示作用。通过对英足总《保障青少年足球运动安全指南》进行系统梳理和深入分析,全面总结了该行动指南的“打造牢固的起点设防意识、完善多主体全过程的监管、执行高压严惩的问责机制”3大内核要素。在此基础上,借鉴英足总《保障青少年足球运动安全指南》经验,对新时代我国青少年足球运动发展提出如下启示:(1)保障延伸:重视青少年运动安全,推动青少年保护关口前移;(2)严控“入口关”:以青少年运动安全为导向,坚持高素养青训人才引领;(3)联动“过程关”:加强运动安全环境建设,实施全方位保障青少年足球运动安全促进行动;(4)关注“事后关”:完善问责处置程序,执行退出机制。The"Guide to Ensuring the Safety of Youth Football"has made an important contribution to the development of British youth football,which is world-renowned.It is an important action to promote the coordinated development of British youth football and children's rights and interests.It has important reference and enlightenment for the development of youth football under the strategic background of"building a sports power"and"revitalizing Chinese football"in the new era.Through a systematic review and in-depth analysis of the Football Association's'Guide to Ensuring the Safety of Youth Football',this paper comprehensively summarizes the three core elements of the action guide:'creating a strong sense of defense from the starting point,improving the supervision of the whole process of multi-agent,and implementing the accountability mechanism of high pressure and severe punishment':On this basis,drawing on the experience of the FA's'Guide to Ensuring the Safety of Youth Football',the following implications are put forward for the development of youth football in China in the new era:(1)Guarantee extension:attach importance to youth sports safety and promote the advancement of youth protection;(2)strict control of the'entrance':youth sports safety-oriented,adhere to high-quality youth training talent to lead;(3)Linkage'process pass':strengthen the construction of sports safety environment,implement all-round guarantee youth football safety promotion action;(4)Focus on'after-the-fact':improve the accountability process and implement the exit mechanism.
