关于深化我国儿童数字权利保护的思考——基于英国《适龄设计:在线服务实践设计准则》的启示

摘　　要：我国儿童网络保护工作已初见成效,但对儿童数字权利的支持仍有待优化。英国推出《适龄设计:在线服务实践设计准则》以指导平台企业优化在线服务设计并规范其商业行为,保障儿童各项数字权利。核心理念层面,强调充分保障儿童数字权利;服务设计层面,强调实现儿童适龄数字自主;数据处理层面,强调防范儿童数字权利侵害。《适龄设计:在线服务实践设计准则》对我国儿童数字权利的实现具有一定的借鉴意义:我国社会应贯彻积极保护理念,发挥儿童主体性;强化平台主体责任,建设适龄化网络;完善数据处理规范,提升数字化素养。China has made initial progress in protecting children online,but the support for children's digital rights still requires to be optimized.The UK has introduced the Age Appropriate Design:A Code of Practice for Online Services to guide platform companies in improving online service design and regulating their business practices to safeguard children's digital rights.At the core concept level,the Code emphasizes the full protection of children's digital rights;at the service design level,it promotes age appropriate digital autonomy for children;at the data processing level,it focuses on preventing violations of children's digital rights.The Code provides valuable insights for advancing the protection of children's digital rights in China.China should adopt a proactive protection approach,foster children's subjectivity,strengthen platform responsibilities,establish age appropriate online environments,refinedata processing regulations,and enhancedigital literacy.
