当代中国残疾人职业教育国家保障机制的发展历程

摘　　要：我国残疾人职业教育的国家保障机制是逐步发展完善的,新中国成立至十一届三中全会的召开为该机制的初创阶段,十一届三中全会至党的十六大召开为该机制的发展阶段,党的十六大至十八大召开为该机制的完善阶段,十八大以来该机制进入了新发展阶段。残疾人职业教育的国家保障机制严格遵守我国宪法和法律,始终坚持党的领导,通过政府统筹安排,以提升残疾人的职业素养为己任。在党员干部和人民群众共同努力之下,各方有机合作、相互支持,保障残疾人职业教育资金的多元化,实现残疾人职业教育和就业的无缝连接,不断满足残疾人对美好生活的愿望,最终形成了新时代中国特色社会主义的国家保障机制。The national security mechanism of vocational education for the disabled in China has been gradually developed and improved.The pioneering stage of the mechanism is from the founding of New China to convening the Third Plenary Session of the 11th Central Committee of the CPC,the development stage of the mechanism is from the Third Plenary Session of the 11th Central Committee of the CPC to convening the 16th National Congress of the CPC,the perfect stage of the mechanism is from the 16th National Congress of the CPC to convening the 18th National Congress of the CPC,and the new development stage of the mechanism is since the 18th National Congress of the CPC.The national security mechanism of vocational education for the disabled strictly abides by Chinese Constitution and laws,always adheres to the leadership of the CPC,and takes improving the professional quality of the disabled as its own duty through the overall arrangements of the government.Under the joint efforts of the Party members and cadres,and the masses,all parties organically cooperate and support each other,guarantee the diversification of vocational education funds for the disabled,achieve the seamless connection between the vocational education and employment for the disabled,continuously meet the hope of happy life of the disabled,which finally helps form the national security mechanism of socialism with Chinese characteristics in the new era.
