摘 要:目的分析北京市高层次卫生人才的工作偏好,为制定有针对性的“引才”“留才”政策提供参考。方法采用整群抽样与目的抽样相结合的方法,于2023年4月对254名北京市高层次卫生人才进行问卷调查,共231人纳入后续分析。构建条件Logit回归模型进行偏好分析。结果条件Logit模型结果显示,收入(β=0.005)、国内一流平台(β=0.943)、人才制度环境优(制度健全、公平合理)(β=1.124)、提供长期合同(β=0.848)、安家费配套在200万元以上(β=0.315)、科研启动金在100万元以上(β=0.380)、高一级职称平均晋升时长为3年(β=0.337)的工作对高层次卫生人才偏好有显著影响。最被看重的属性依次是人才制度环境、平台影响力、工作期限保障,其相对重要性依次为26.79%、22.49%、20.22%。结论收入不是高层次卫生人才最偏好的属性。建议进一步改善人才制度环境,强化北京的平台优势,满足人才对工作稳定性的需求,有效提升对高层次卫生人才的吸引力。Objective The purpose of the article is to analyze the work preferences of high-level health talents in Beijing,and to provide policy makers with targeted suggestions on attracting and retaining talents.Methods Based on discrete choice experiment,a questionnaire-based survey was conducted among 254 high-level health talents in Beijing in April 2023.A total of 231 individuals were included in the main analysis.Conditional logit model was used for preference analysis.Results High-level health talents preferred those work that could increase income(β=0.005),were domestic first-level platform(β=0.943),with excellent talent system environment(β=1.124),provi-ded long-term contracts(β=0.848),allowance of resettlement were more than 2 million yuan(β=0.315),scientific research start fund of were more than 1 million yuan(β=0.380),and the average promotion time of senior title was 3 years(β=0.337).The most valued attributes were the talent system environment,platform influence and working period guarantee in order,and their relative importance was 26.79%,22.49%and 20.22%,respectively.Conclusion Income is not the most preferred attribute for high-level health talents.Improving the talent system environment,strengthening the platform advantages of Beijing,and meeting the demand of talents for work stability are conducive to improving the work enthusiasm of high-level health talents in Beijing.
