市县巡察整全性监督的实践样态与内在逻辑——以福建省为例

摘　　要：巡察监督是党和国家监督体系的组成部分,是中国共产党在市县级党的组织与国家政权系统中深入推进全面从严治党和政治监督的一项重要制度安排。立足党的十九大以来中央纪委国家监委网站公布的福建省相关市县巡察监督的案例研究,通过构建“整全性监督”理论框架,能够从整体性监督与全面性监督两个维度呈现福建省市县巡察监督的实践样态与运行机制,揭示其具有组织化提升、法治化发展、系统化推进的机制特征。中国特色党政体制塑造了福建省市县巡察整全性监督中的党政关系与组织逻辑,并在此基础上有效构建了组织整合、职能分工、工作协同的巡察监督党政结构,以及跨部门整合、跨层级联动、横纵覆盖的巡察监督组织模式。市县巡察整全性监督的实践过程,蕴含着效果主义的实现、政治势能的推动、政治合法性的生产等实践逻辑。Inspection supervision is an integral part of the Party-State supervision system with Chinese characteristics,and an important institutional arrangement for the CPC to thoroughly promote full and strict governance over the Party,and political supervision in the Party organizations and state power system at the municipal and county levels.Based on the case studies on the inspection supervision of municipal and county levels in Fujian Province released on the website of the Central Commission for Discipline Inspection and the State Supervision Commission since the 19th National Congress of the CPC,this paper presents the practice patterns and mechanism processes of inspection supervision of municipal and county levels in Fujian Province from the two dimensions of overall supervision and comprehensive supervision by building a theoretical framework of"holistic supervision",and reveals the mechanism characteristics of organizational improvement,legal development and systematic promotion.The Party-Government system with Chinese characteristics has shaped the Party-Government relationship and organizational logic in the holistic supervision of municipal and county inspection in Fujian Province,and on this basis,it has effectively shaped the Party-Government structure of inspection supervision with organizational integration,functional division and work coordination,as well as the organizational mode of inspection supervision with cross-departmental integration,cross-hierarchical linkage and horizontal and vertical coverage.The practical process of the holistic supervision of municipal and county inspection contains practical logics such as the realization of effectiveness,the promotion of political potential energy and the production of political legitimacy.
