数字技术赋能应急预案体系路径研究

摘　　要：在大应急大安全框架下,我国应急预案体系存在预案编制针对性不强、应急预案及演练的评估程序和标准不完善、应急预案的衔接协调和分级分类管理不清晰等多重困境,而数字技术的应用为完善预案体系提供了新动能。文章运用案例比较法,构建数字技术赋能应急预案体系路径研究的分析框架,探究数字技术赋能于应急预案体系的实现路径。研究发现,在规则补充维度,数字技术有助于加强预案编制过程中的风险评估、情景构建和应急资源调查等前置性工作,提升预案编制与管理科学化水平;在规则调整维度,数字技术有助于完善预案演练的评估程序和标准、加快制定应急预案评估管理办法和应急演练管理办法,提升预案演练及评估数字化水平;在规则完善维度,数字技术有助于完善突发事件分类与分级标准,规范预警等级和应急响应分级,为规则完善提供必要的软硬件支撑保障,提升预案管理智能化水平。Under the framework of large scale emergency and safety,China's emergency plan system faces multiple challenges,such as weak targeted planning,incomplete evaluation procedures and standards for emergency plans and drills,unclear coordination and classifica-tion management of emergency plans.The application of digital technology provides new impe-tus for the innovation of the emergency plan system.The article uses case comparison method to construct an analytical framework for the path research of digital technology empowering emer-gency response plan system,and explores the implementation path of digital technology acting on emergency response plan system.Research has found that in the dimension of rule supple-mentation,digital technology helps to strengthen the prework of risk assessment,scenario con-struction,and emergency resource investigation in the process of plan preparation,and im-prove the scientific level of plan preparation and management;In the dimension of rule adjust-ment,digital technology helps to improve the evaluation procedures and standards for emergen-cy plan drills,accelerate the development of emergency plan evaluation and management meth-ods,and enhance the digital level of emergency plan drills and evaluations;In the dimension of rule improvement,digital technology helps to improve the classification and grading stand-ards for emergencies,standardize warning levels and emergency response levels,provide nec-essary software and hardware support for rule improvement,and enhance the intelligence level of contingency plan management.
