乡村振兴产业用地政策工具:选择偏好与优化路径——基于扎根理论的浙江省政策文本分析

摘　　要：研究目的:分析浙江省、市级层面74份乡村振兴产业用地政策文本,构建政策工具谱系,解析政策工具选择偏好与优化路径,为完善乡村振兴产业用地政策提供参考。研究方法:扎根理论的质性研究方法。研究结果:(1)乡村振兴产业用地政策工具耦合了目标导向型、过程控制型、行为引导型和能力建设型4类政策工具;(2)过程控制型政策工具和目标导向型政策工具运用过多,行为引导型政策工具和能力建设型政策工具需加强;(3)政策工具运用层面存在政策工具结构亟需优化、政策工具运用协调性尚待强化、政策工具可操作性亟待增强、政策的衔接性有待提升等问题。研究结论:未来应优化政策工具使用结构、重视用地政策全生命周期管理、强化政策内容分解与细化政策工具操作流程、加强政策的协调配合水平等。The purposes of this paper are to analyze 74 rural revitalization industrial land use policy texts issued at the provincial and municipal levels in Zhejiang Province,to construct a pedigree of policy instruments,to analyze the preference characteristics and optimization paths of policy tools,and to provide the reference for policy and institution optimization.The research method is qualitative research based on grounded theory.The research results show that:1)the policy tools of industrial land use for rural revitalization are coupled with four types of policy tools,including goal-oriented,process control,behavior-oriented and capacity-building.2)Process control and goal-oriented policy tools are used excessively,and behavior-oriented and capacity-building policy tools need to be strengthened.3)At the level of policy tool application,there are some problems,such as the urgent need to optimize the structure of policy tools,the coordination of policy tool application,the feasibility of policy tools,and the need to improve policy cohesion.In conclusion,it is necessary to optimize the use structure of policy tools,to pay attention to the whole life cycle management of land use policies,to strengthen the decomposition of policy content,to refine the implementation process of policy tools,and to strengthen the level of policy coordination and cooperation.
