环境规制对农户保护性耕作技术采纳行为的影响研究——基于辽宁省黑土区685份农户调查数据

摘　　要：以辽宁省黑土区685份农户调研数据为样本,运用Heckman两阶段模型就环境规制对农户保护性耕作技术采纳行为的影响进行实证分析。研究发现:环境规制对保护性耕作技术的采纳行为具有显著的正向影响,能够提高黑土区农户的采纳决策及采纳程度。在采纳决策阶段,命令性和自愿性环境规制的影响作用更为明显;在采纳程度阶段,激励性与引导性环境规制的推动作用更为突出。在推广技术过程中,需发挥政府职能指引作用、开展宣传教育活动并提升技术推广服务质量,以提高农户保护性耕作技术采纳意愿,加快实现农业绿色发展。Using survey data from 685 households in the Heitu District of Liaoning Province,this study employs the Heckman’s two-stage model to empirically analyze the influence of environmental regulations on the adoption of conservation tillage techniques by farmers.The research reveals that environmental regulations have a significant positive impact on the adoption of conservation tillage techniques,which can enhance both the decision-making process and the extent of adoption among farmers in the Heitu District.During the decision-making stage,both mandatory and voluntary environmental regulations have a more pronounced effect,whereas during the adoption stage,the incentivizing and guiding roles of environmental regulations become more prominent.In the process of technology dissemination,it is necessary to leverage governmental functions for guidance,conduct promotional educational activities,and enhance the quality of technology dissemination services to increase farmers’willingness to adopt conservation farming techniques,thereby achieving sustainable agricultural development.
