摘　　要：新质生产力已成为我国经济高质量发展的战略指导,企业的新质生产力是其重要组成部分。结合可持续发展理论、委托代理理论及利益相关者理论,选取2011-2022年A股上市公司为样本进行分析,运用多期DID模型实证检验国家智慧城市试点政策对新质生产力的影响效果及其作用机制。研究表明,国家智慧城市试点政策能够促进新质生产力的提升。异质性分析表明,国家智慧城市试点政策对东部地区企业、非重污染行业企业和收到标准审计意见企业的新质生产力具有显著正向影响。机制分析表明,国家智慧城市试点政策能够通过促进企业数字化转型、降低企业的真实盈余管理、促进企业绿色创新来提高企业的新质生产力。丰富并拓展了国家智慧城市试点政策与新质生产力的相关理论研究,为企业提升新质生产力以及政府优化试点政策提供了理论依据与实证结果支撑。New quality productivity has become a strategic guide for high-quality economic development in my country,and the new quality productivity of enterprises is an important part of it.Based on sustainability theory,principal-agent theory,and stakeholder theory,this study selects A-share listed companies from 2011 to 2022 as the sample and employs a multi-period DID model to empirically analyze the impact and mechanisms of the National Smart City Pilot Policy on NQPF.The findings reveal that the policy enhances NQPF.Heterogeneity analysis shows that the policy has a notable positive impact on enterprises in eastern regions,non-heavy-polluting industries,and those receiving standard audit opinions.Mechanism analysis indicates that the policy improves NQPF through three pathways:promoting enterprise digital transformation,reducing real earnings management,and fostering green innovation.This research enriches and expands theoretical studies on the relationship between the policy and NQPF,providing theoretical foundations and empirical evidence to support enterprises in enhancing productivity and governments in optimizing pilot policies.
