摘　　要：推进地方院校二级学院纪委工作是适应党风廉政建设新形势,推动全面从严治党向基层延伸的现实需求,是地方高校坚持依法办学,促进各项工作有序开展的内在需要。目前,结合地方院校二级学院纪检工作实际情况存在校院两级管理权责不一致;学院内部控制主体责任意识不强;制度建设滞后;组织建设不健全等问题。为进一步提升履职能力,营造风清气正的氛围环境,应建立健全权责统一内部控制体系;试点在二级学院设立二级纪委;建立健全地方院校级院级两级党风廉政建设长效机制;建立健全地方院校二级学院党风廉政建设责任制考评体系。Promoting the work of the discipline inspection commission of the secondary colleges of local colleges is to adapt to the new situation of the construction of party style and clean government,promote the practical needs of the extension of comprehensive strict party governance to the grassroots,and is the internal need of local colleges and universities to adhere to the law and promote the orderly development of various work.At present,according to the actual situation of discipline inspection of secondary colleges in local colleges and universities,the management power and responsibility of the two levels are inconsistent;College internal control subject responsibility consciousness is not strong;System construction lags behind;Organizational construction is not perfect and other problems.In order to further enhance the ability to perform duties and create a clean and positive atmosphere,we should establish a sound internal control system of unified power and responsibility;Set up second-level discipline inspection committees in second-level colleges on a pilot basis;Establish and improve a long-term mechanism for the construction of Party conduct and clean government at the level of local colleges and universities;We will establish and improve the responsibility system and evaluation system for building Party conduct and clean government in second-level colleges and universities.
