数字化转型背景下高校数据文化建设研究与探讨

摘　　要：数据是核心资产,是数字化转型的基础要素。由于数据缺乏统一的数据标准和口径,数据孤岛和断层问题严重,数据质量和完整度欠缺,这给高校的数字化转型工作带来了困难。为提升数据质量、释放数据价值,并保证数据的安全合规使用,高校必须进行数据治理,培育良好的数据文化,使注重数据、使用数据以及分析数据成为高校管理者常态化的内在思维与习惯,奠定数字化转型的文化基础。基于高校数字化转型的大背景,文章阐述了数字化转型、数据文化以及数据思维的定义,分析了高校在数字化转型过程中数据文化缺失的表现、数据文化建设评估指标和建设的意义,提出了建立数据思维并将数据思维融入校园文化,以及数据文化建设的实施策略,可为高校培育数据思维、营造良好的数据氛围、加强数据文化建设提供思路和参考。Data is the core asset and the fundamental element of digital transformation.Due to the lack of unified data standards and calibers,data silos and gaps are serious,and data quality and integrity are lacking,which poses difficulties for the digital transformation work of universities.In order to improve data quality,unleash data value,and ensure the safe and compliant use of data,universities must carry out data governance,cultivate a good data culture,and make focusing on data,using data,and analyzing data a normalized internal thinking and habit for university managers,laying the cultural foundation for digital transformation.Based on the background of digital transformation in universities,this article elaborates on the definitions of digital transformation,data culture,and data thinking,analyzes the manifestations of data culture deficiency in the process of digital transformation in universities,evaluation indicators for data culture construction,and the significance of construction.It proposes the establishment of data thinking and the integration of data thinking into campus culture,as well as implementation strategies for data culture construction,which can provide ideas and references for cultivating data thinking,creating a good data atmosphere,and strengthening data culture construction in universities.
