自共建“一带一路”国家进口食品的安全准入风险分析与启示

摘　　要：自2013年“一带一路”倡议提出以来,我国与相关国家之间的食品贸易额显著增长,但进口食品安全隐患也随之增大,大量不合格食品未准入境。为了应对日趋严峻的进口食品监管压力,对自共建“一带一路”国家进口食品的安全准入风险进行分析。通过梳理进口食品监管相关法律法规及监管要素,阐述我国同共建“一带一路”国家间的食品贸易现状,并利用海关公布的食品未准入境数据进行多分类Logistic回归分析,从而对完善进口食品安全准入监管提出建议。分析结果表明,不同种类、不同产地以及食品入境时可能遇到的不合格原因在风险等级方面具有显著差异。海关应进一步落实境外境内相关主体责任,推动进口食品安全国际共治,并积极关注进口食品安全准入的新型风险问题,建立高效信息共享与预警机制,提升进口食品安全准入效率,保障进口食品安全。Since the Belt and Road Initiative was proposed in 2013,the food trade volumes between China and relevant countries have significantly increased,but the hidden dangers of imported food safety have also increased.A large number of unqualified foods have not been allowed to enter China.In order to respond to the increasingly severe pressure of imported food safety supervision,this study analyzes the risks of imported food safety from the countries involved in the Belt and Road Initiative.By sorting out the relevant laws,regulations,and elements of imported food supervision,this study elaborates on food trade status between China and the countries involved in the BRI,and also uses the data of unqualified food published by customs to conduct a multi-classification logistic regression analysis,so as to provide suggestions for improving customs supervision on imported food.The analysis results show that there are significant differences of risk levels among different food types and origins,and possible causes for disqualification of imported food.Customs authorities should further implement the responsibilities of relevant entities both domestically and internationally,actively focus on the new risks of imported food safety access,build efficient information sharing and early warning mechanisms,improve the efficiency of imported food safety access,and ensure the safety of imported food.
