摘　　要：中小企业新质生产力水平的提升关系到中国经济高质量发展转型和中国式现代化建设的全局。国家专精特新“小巨人”企业认定政策则是中小企业新质生产力形成的重要影响因素。文章以国家专精特新“小巨人”企业认定政策作为研究切入点,并紧密结合2015—2023年间沪深两市上市公司数据库,构建多时点双重差分模型,实证检验了国家专精特新“小巨人”企业认定政策对中小企业新质生产力形成的推动作用和效果。结论发现,国家专精特新“小巨人”企业认定政策对中小企业新质生产力的发展有明显促进效果。研究还发现,不同地区、不同所有制性质、不同行业的中小企业也表现出显著的差异性。最后,机制检验结果表明,国家专精特新“小巨人”企业认定政策主要通过缓解融资约束、提升企业抗风险水平、优化资源配置效率、增强分析师的关注度等四条路径来推动中小企业新质生产力的形成。研究结果为理解国家专精特新“小巨人”企业认定政策对中小企业新质生产力发展水平的促进作用提供了全新的视角,也为全面推进中小企业新质生产力发展、实现中国经济高质量发展提供经验证据支撑。The cultivation of new quality productivity of small and medium■sized enterprises concerns the overall situation of high quality development and transformation of China’s economy and the construction of Chinese path to modernization.The policy of recognizing national specialized,refined,unique and new“little giant”enterprises is an important influencing factor in the formation of new quality productivity for small and medium■sized enterprises.This study takes the national policy for identifying specialized,refined,unique,and new“little giant”enterprises as the research entry point,and closely combines the databases of listed companies in the Shanghai and Shenzhen stock markets from 2015 to 2023 to construct a multi time difference in differences model.It empirically tests the promoting effect and effectiveness of the national policy for identifying specialized,refined,unique,and new“little giant”enterprises on the formation of new quality productivity in small and medium sized enterprises.The conclusion is that the national policy of recognizing specialized,refined,and new“ittle giant”enterprises has a significant promoting effect on the development of new quality productivity in small and medium■sized enterprises.The study also found significant differences among small and medium■sized enterprises in different regions,ownership types,and industries.Finally,the mechanism test results indicate that the national policy for identifying specialized,refined,and new“little giant”enterprises mainly promotes the formation of new quality productivity for small and medium sized enterprises through four paths:alleviating financing constraints,improving enterprise risk resistance,optimizing resource allocation efficiency,and enhancing analyst attention.The research results provide a new perspective for understanding the promotion effect of the national policy for identifying specialized,refined,and new“little giant”enterprises on the development level of new quality productivity in small and
