摘  要:普通高中多样化发展政策通过政策试点的方式实施,在试点推广扩散过程中存在着政策再创造现象。基于制度嵌入的视角,通过质性研究的方法,构建了普通高中多样化发展政策扩散中政策再创造的制度性影响因素模型。研究发现,普通高中多样化发展政策再创造可以理解为政策嵌入并适应新情境的过程,在这个过程中会受到地方制度性因素的影响,包括路径依赖、政策试点和学习及行政文化等正式制度和非正式制度。因此,为推动各地开展创新性探索,应健全普通高中多样化特色发展支撑体系,加大在师资配置、学校考核评估、管理体制等方面的政策支持力度,并进一步深化行政管理体制改革,加强部门协同和行政管理的开放度、灵活性。The diversified development policy of general high school follows the policy pilot approach,and there is a phenomenon of policy reinvention in the process of pilot promotion and diffusion.Based on the perspective of institutional embedding,a qualitative research method was used to construct a model of institutional influencing factors for policy reinvention in the diffusion of diversified development policies in general high schools.Research has found that the reinvention of diversified development policies in general high schools can be understood as a process of policy embedding and adapting to new situations,which is influenced by local institutional factors,including path dependence,policy pilot and learning,and formal and informal institutions such as administrative culture.Based on this,in order to promote innovative exploration in various regions,it is necessary to improve the diversified and distinctive development support system for general high schools,increase policy support in teacher allocation,school assessment and evaluation,management system,and further deepen administrative management system reform,strengthen departmental collaboration and openness and flexibility of administrative management.
