摘　　要：在基层医疗卫生体系中应用数字技术是我国“健康中国”战略的重要任务之一,对实现基层首诊、推进分级诊疗、构建乡村远程医疗服务体系具有关键意义。目前数字技术的介入将乡村医疗形塑为普惠型、参与式、简约型及标准化的新型医疗模式。虽然数字技术在一定程度上能做到“赋能”基层医疗,但仍存在技术的失衡、排斥、增负和悬浮等问题。因此,在政策制定和执行过程中,应当注重数字技术应用的乡村社会基础,以真正实现“赋能”乡村医疗的目标。The application of digital technology in the primary medical and health system is one of the important tasks of China's"Healthy China"strategy,which is of key significance for realizing the first diagnosis at the grassroots level,promoting hierarchical diagnosis and treatment,and building a rural telemedicine service system.At present,the intervention of digital technology has shaped rural medical care into a new medical model that is inclusive,participatory,simple and standardized.Although digital technology can"empower"primary healthcare to a certain extent,there are still problems such as technological imbalance,exclusion,burden increase and suspension.Therefore,in the process of policy formulation and implementation,we should pay attention to the rural social foundation of digital technology application,so as to truly achieve the goal of"empowering"rural medical care.
