摘 要:推进新时代高校教师评价改革,要有合适的政策工具及其组织的支持。通过文献计量和内容分析法,以政策工具和高校教师评价改革领域两个维度构建二维分析框架,对中央层面颁布的25份高校教师评价改革政策文本进行了分析。研究结果显示,当前我国高校教师评价改革政策存在命令工具使用过多、激励工具使用偏少、政策工具组合配置失衡等问题。政府的改革文本对师德评价、教学评价、立德树人评价、科研评价、人才评价和职称聘任评价均有涉及,但是在教学评价、师德评价、立德树人评价方面的政策工具配置不足。做好新时代高校教师评价改革的政策工具配置,要对行之有效的改革政策以立法的形式予以固定,适当增加激励性和劝告类的自愿性政策工具,以及加大对教学、师德、立德树人评价方面的政策支持。Promoting the reform of university teacher evaluation in the new era needs the support of appropriate policy tools and organizations.Through the method of literature metrology and content analysis,this paper constructs a two-dimensional analysis framework with two dimensions of policy tools and the field of university teacher evaluation reform,and analyzes 25 policy texts of university teacher evaluation reform issued by the central level.The research results show that there are some problems in the current reform policy of university teacher evaluation in China,such as excessive use of command tools,less use of incentive tools,and imbalanced allocation of policy tools.The reform texts of the central government involve teaching evaluation,scientific research evaluation,talent evaluation,professional title appointment evaluation,teacher ethics evaluation and moral education evaluation,but there is insufficient allocation of policy tools in teaching evaluation,teacher ethics evaluation and moral education evaluation.To do a good job in the allocation of policy tools for the reform of university teacher evaluation in the new era,it is necessary to fix the effective reform policies in the form of legislation,appropriately increase the incentive and advice voluntary policy tools,and increase the policy support for teaching,teacher ethics,moral education evaluation.
