摘 要:在国有炼化企业中,员工的责任心是安全生产、高效运营的基石,更是提升企业竞争力、实现可持续发展的关键。本文深入剖析当前国有炼化企业员工责任心缺失现象,以中国石油化工股份有限公司茂名分公司炼油分部为例,提出构建强化责任心闭环管控机制的核心内涵和有效措施,全面持续有效地强化员工责任心,为企业持续发展及竞争力提升提供坚实保障。In state-owned refining and petrochemical enterprises,employee accountability serves as the cornerstone of safe production and efficient operations,as well as a key driver for enhancing corporate competitiveness and achieving sustainable development.This paper conducts an in-depth analysis of the current phenomenon of insufficient employee accountability in such enterprises,taking the Refining Branch of SINOPEC Maoming Company as a case study.It proposes the core principles and effective measures for establishing a closed-loop management and control mechanism to strengthen accountability,aiming to comprehensively,consistently,and effectively enhance employee responsibility.These efforts provide a solid foundation for sustaining corporate development and elevating competitive advantages.
