摘 要:目前,我国已构建起《中华人民共和国食品安全法》《中华人民共和国进出口食品安全管理办法》等政策法规体系,明确海关、市场监督管理部门等监管机构职责分工,设定相应监管流程并采取建立追溯体系等监管措施和手段。然而,法规政策滞后于行业发展等问题仍较为突出。为优化监管,本文提出加快法规政策更新完善、科学均衡监管力量配置、大力推进技术手段升级和切实增强企业自律意识的优化路径,以保障跨境电商进口食品安全,促进行业健康发展。At present,China has established a policy and regulatory system including the Food Safety Law of the People’s Republic of China and the Measures for the Administration of Import and Export Food Safety of the People’s Republic of China,clarifying the division of responsibilities of regulatory agencies such as customs and market supervision and management departments,setting corresponding regulatory processes and adopting regulatory measures and means such as the establishment of a traceability system.However,regulations and policies lag behind the development of the industry and other problems are still prominent.In order to optimize the supervision,this paper proposes the optimization path of accelerating the updating and improvement of regulations and policies,scientific and balanced allocation of regulatory forces,vigorously promoting the upgrading of technical means and effectively enhancing the self-discipline of enterprises,so as to ensure the safety of cross-border electronic commerce imported food and promote the healthy development of the industry.
