高校省属重点实验室运行管理中存在的问题及对策建议——以天津市为例

摘　　要：相比国家和各部委重点实验室,高校省属重点实验室是国家和各部委重点实验室的有益补充。高校省属重点实验室在管理机制体制、研究方向的选取、社会服务与人才队伍建设、对外开放和实验室文化建设方面都与国家和各部委重点实验室存在不小的差距。为了对高校省属实验室在建设管理方面存在的问题进行具体分析,以天津市为例,采取抽样调研的方式研究了省属高校重点实验室在建设管理机制方面的具体情况,提出了有针对性的措施和建议,为各高校省属重点实验室今后的建设提供了参考。Compared with national key laboratories and key laboratories of various ministries,provincial key laboratories of universities are a beneficial supplement to national and key laboratories of various ministries.However,there are significant gaps in management mechanisms,research direction refinement,and construction of social services,opening-up,talent teams,and laboratory culture.In order to conduct a specific analysis of the problems existing in the construction and management of provincial key laboratories of universities,this article takes Tianjin as an example.It researches the particular situation of provincial key laboratories of universities in terms of construction and management mechanisms through sampling surveys.Exact measures and suggestions are proposed,providing a reference for the future construction of provincial university key laboratories.
