高校实验室安全“分类-分级-评星”管理体系探究

摘　　要：近年来,在相关研究和国家政策推动下,高校实验室安全分类分级管理体系得到了广泛应用。在安全生产法“双重预防机制”和教育部分类分级管理办法的基础上,提出一种拓展的分类分级管理模式—“分类-分级-评星”模式,即将人、环境、管理的因素作为实验室安全风险评价的一环,纳入实验室安全风险分级管控中,进一步完善对实验室安全风险的全面评估。该模式已成功应用于北京航空航天大学实验室安全分类分级管理工作并取得一定成效,可为高校实验室安全管理工作提供一种新的框架和思路。In recent years,under the promotion of relevant research and national policies,the safety classification and grading management system for university laboratories has been widely applied.On the basis of the"dual prevention mechanism"of the Work Safety Law and the classification management method for education,an extended classification and grading management model——the"classification grading star"model is proposed,which includes human,environmental,and management factors as part of laboratory safety risk assessment and incorporates them into laboratory safety risk classification and control,further improving the comprehensive assessment of laboratory safety risks.This model has been successfully applied to the safety classification and grading management of laboratories at Beihang University and has achieved certain results,providing a new framework and approach for the safety management of university laboratories.
