摘　　要：依法合规经营是金融机构安身立命的根本。金融监管总局印发《金融机构合规管理办法》,对现行合规监管制度进行全方位升级,推动金融机构构建横向到边、纵向到底的合规监管框架,切实有效防范合规风险。本文在总结我国合规监管有关实践和巴塞尔委员会等良好做法的基础上,结合境内外金融机构合规案例,全面分析加强合规管理的重要意义,搭建外部的“规”与内部的“规”有机结合,成文的“规”与非成文的“规”动态互补的合规体系框架,从压实高层责任、发挥首席合规官作用、推动合规管理部门履职、明确合规管理责任分工、培育弘扬健康的合规文化等方面入手,研究合规管理的关键性问题,对全面加强合规管理工作提出相关思考。Compliance with laws and regulations requirements is the foundation for the stable functioning and sustainable development of financial institutions. National Financial Regulatory Administration has issued Measures for the Compliance Management of Financial Institutions to comprehensively upgrade existing compliance regulatory frameworks. This initiative aims to establish a comprehensive and in-depth compliance system for financial institutions, effectively preventing compliance risks. Building on China's regulatory practices and international standards such as those of the Basel Committee, this paper analyzes the critical importance of robust compliance management by examining case studies from domestic and global financial institutions. It proposes a dynamic compliance framework that integrates external regulations and internal requirments, as well as written rules and unwritten norms. Key measures for strengthening compliance management include reinforcing senior management accountability, empowering chief compliance officers, enhancing the role of compliance departments, clarifying responsibility division, and fostering a healthy compliance culture. The study concludes with actionable insights for strengthening compliance management of the financial sector.
