摘 要:大国重器的研发面临外部技术封锁与内部资源约束等困境,企业特别需要构建并发展创新网络来驾驭分散的资源与能力,推动网络成员共同突破关键核心技术。本文通过东方电气集团东方汽轮机有限公司研制G50重型燃气轮机的案例研究,探索研制大国重器的焦点企业网络编排的过程与机制。研究发现,焦点企业的网络编排受内外驱动力的协同作用,外部技术封锁倒逼与内部使命驱动共同触发网络构建需求。在不同阶段中焦点企业采取“蓄能式—协作式—共生式”的编排行动,促进创新网络动态演进并实现“知识流动能力—创新杠杆能力—网络稳定能力”的阶梯式网络编排能力跃升。本文构建了研制大国重器的企业创新网络编排的过程模型,在理论层面揭示了企业网络编排与关键核心技术突破的互动机理,在实践层面为破解技术封锁提供了“网络化突围”的中国方案。As emblematic achievements in the high-end equipment manufacturing sector,great power have provided strong momentum for China’s high-quality development and contributed significantly to national defense security.These technologies,particularly in sectors such as aerospace,nuclear power,and advanced energy systems,play a foundational role in securing national interests and promoting industrial modernization.However,the development of such technologies is fraught with systemic challenges.China’s late entry into the high-end equipment manufacturing sector,coupled with a relatively weak technological foundation,renders domestic firms vulnerable to persistent core technology bottlenecks and supply chain disruptions.Despite sustained policy support and increasing investment,firms in this sector face inherent difficulties due to the long R&D cycles,high system complexity,and rapid technological evolution characteristic of strategic technologies.The development of heavy-duty gas turbines exemplifies these challenges.As a cornerstone of national energy infrastructure and industrial capability,heavy-duty gas turbines are integral to ensuring energy security and advancing independent innovation in power systems.However,Chinese firms remain constrained by two critical dimensions.Externally,institutional barriers such as the Wassenaar Arrangement and heightened geopolitical tensions have intensified global technological blockades,limiting access to core components and advanced process technologies.Internally,the complex and integrative nature of such systems,combined with insufficient historical technological accumulation,places immense pressure on domestic enterprises that must innovate under conditions of resource scarcity and capability constraints.Given this dual external-internal constraint,the central question arises:How can firms in strategic sectors achieve core technological breakthroughs under conditions of limited innovation resources and institutional exclusion?This study explores the concept of“network orch
