摘 要:以秦皇岛市为研究区域,基于2019—2021年森林资源调查数据与统计年鉴,采用蓄积量扩展法核算森林碳汇量,采用IPCC排放因子法计算化石燃料消费碳排放量。结果表明:2019—2021年,秦皇岛市森林碳汇总量为180.92万t/a,碳汇价值达11871.97万元,各区县森林碳汇量和碳汇价值空间聚集明显;秦皇岛市化石能源消耗碳排放量平均为3496.6万t/a。在碳汇价值和碳排放核算基础上,根据森林生态系统碳吸收与该区域碳排放的空间匹配性特性,界定区域内消费化石燃料的工业企业为补偿主体,以其碳排放量作为定价依据,构建基于碳汇价值的生态补偿机制。Taking Qinhuangdao City as the research area,based on the forest resource survey data and statistical yearbooks from 2019 to 2021,the forest cartbon sink was calculated using the volume expansion method,and the carbon emissions from fossl fuel consumption were calculated using the IPCC emission factor method.The results show that from 2019 to 2021,the total forest cartbon sink in Qinhuangdao City was 1.8092 million tons per year,with a carbon sink value of 118.7197 mil-lion yuan.The spatial aggregation of forest carbon sink volume and value in each district and coun-ty was obvious.The average carbon emissions from fossil energy consumption in Qinhuangdao City were 34.966 million tons per year.Based on the calculation of carbon sink value and carbon emis-sions,and considering the spatial matching characteristics of carbon absorption by the forest ecosys-tem and carbon emissions in the region,industrial enterprises that consume fossil fuels within the region were defined as compensation subjects,with their carbon emissions as the pricing basis.An ecological compensation mechanism based on carbon sink value was constructed.
