地方高校一体多维引进人才考核评价体系的探索

摘  要:构建引进人才考核评价体系既是地方高校推进人才治理现代化的必然要求,也是地方高校深化人才评价改革的重要突破口。但考核成效是地方高校人才工作普遍存在的薄弱环节,缺乏系统性、规范性、操作性和激励性。本文在全面梳理引进人才考核涉及的“十大关系”基础上,结合国家“双一流”建设监测指标体系和高水平大学内涵建设的核心要求,以分类与分层相结合、定性与定量相结合、过程与成效相结合、待遇与职责相结合、约束与激励相结合、普遍与特殊相结合等原则为导向,设置涵盖师德师风、人才培养、学科平台、师资队伍、科研创新、社会服务等领域的考核指标体系,依据不同人才层次、不同学科特点分层分类设置考核要求,采用中长周期考核并强化结果运用,探索构建一体多维的引进人才考核评价体系。Building an assessment and evaluation system for talent introduction is not only an inevitable requirement for local colleges and universities to promote the modernization of talent governance,but also an important breakthrough for local colleges and universities to deepen the reform of talent evaluation.However,the effectiveness of assessment is a common weak link in the talent work of local colleges and universities,and the main problems are the lack of systematicity,standardization,operability,and motivation.Based on a comprehensive review of the“Ten Major Relationships”involved in the assessment for talent introduction,this paper combines the core requirements of the national“Double First Class”construction monitoring index system and the connotation construction of high-level universities.Guided by the principles of combining classification and stratification,combining qualitative and quantitative analysis,combining process and effectiveness,treatment and responsibilities,combining constraints and incentives,and combining universality and particularity,an assessment index system covering areas such as teacher ethics and style,talent cultivation,discipline platforms,teaching staff,scientific research and innovation,and social services is set up.Assessment requirements are set by layers and classifications according to different talent levels and disciplinary characteristics,medium-term and long-term assessment is adopted,and the application of results is strengthened to explore the construction of a multi-dimensional assessment and evaluation system for talent introduction.
