摘  要:高等教育机构作为特殊的社会组织单元,其运行稳定性直接关系到人才培养质量与社会公共信任。近年来频发的校园安全事件、舆情危机及突发事件,暴露出传统危机管理模式的滞后性与碎片化特征。多数高校仍采用被动应对式的管理策略,缺乏系统性风险识别机制与长效化处置预案,这种管理形态难以适应复杂多变的校园生态。引入现代危机管理理论构建科学防控体系,成为提升高校治理能力的重要突破口。4R理论将危机管理划分为缩减、预备、反应、恢复四个动态环节,其全周期管理理念为优化高校应急管理体系提供了理论支撑。As a special social organizational unit,the operational stability of higher education institutions is directly related to the quality of talent cultivation and social public trust.In recent years,frequent campus safety incidents,public opinion crises,and emergencies have exposed the lagging and fragmented characteristics of traditional crisis management models.Most universities still adopt passive response management strategies,lacking systematic risk identification mechanisms and long-term disposal plans.This management form is difficult to adapt to the complex and ever-changing campus ecology.Introducing modern crisis management theory to construct a scientific preven⁃tion and control system has become an important breakthrough in enhancing the governance capacity of universities.The 4R theory divides crisis management into four dynamic stages:reduction,preparation,response,and recovery.Its full cycle management concept provides the⁃oretical support for optimizing the emergency management system of universities.
