长江大保护立法的宜昌实践与启示

摘　　要：《长江保护法》是第一部针对特定流域的全国性法律,它的颁布实施,开启了流域立法的新篇章,标志着长江流域进入依法治江、依法护江的新阶段。宜昌市为推动《长江保护法》落地生根,坚持科学立法、民主立法、依法立法,筑牢长江大保护法治根基,取得了明显成效。要更好地发挥立法对长江流域绿色、高质量发展的保驾护航作用,必须坚持党的全面领导,把准政治方向;坚持以人民为中心,践行全过程人民民主;坚持聚焦中心大局,加强重点领域立法;坚持整体性治理理念,推进协同立法;坚持把立法同普法、法规实施结合起来,弘扬法治精神。The Yangtze River Protection Law is the first national law targeting specific river basins.Its promulgation and implementation have opened a new chapter in river basin legislation,marking a new stage in the Yangtze River Basin′s governance and protection of the river in accordance with the law.Yichang has achieved significant results in promoting the implementation of the Yangtze River Protection Law,adhering to scientific,democratic,and lawful legislation,and building a solid legal foundation for the protection of the Yangtze River.To better play the role of legislation in safeguarding the green and highquality development of the Yangtze River Basin,it is necessary to adhere to the comprehensive leadership of the Party and set the correct political direction;Adhere to putting the people at the center and practicing people′s democracy throughout the entire process;Adhere to focusing on the overall situation and strengthening legislation in key areas;Adhere to the concept of holistic governance and promote collaborative legislation;Persist in combining legislation with the popularization of law and the implementation of regulations,and promote the spirit of the rule of law.
