越南高等教育发展现状与改革举措——兼论中越高等教育合作

摘　　要：进入21世纪以来,越南高等教育取得了显著的进步,形成了符合越南国情的高等教育学历层次、学校类型、区域分布、教育目标,但也面临着适应社会需求有欠缺、区域发展不平衡、学科发展不平衡、师生比例不协调、教育投入不充足、国际合作能力待提高的挑战。应对这些挑战,越南调整高等教育培养目标,扩大高校办学自主权,改革高校招生制度,更新高等教育教学内容,革新高校教学方法,强化民族和边境地区高等教育,促进教育与培训的国际合作。越南高等教育现状与政策重点是中越高等教育合作的重要基础,面向未来,两国可进一步完善高等教育合作机制、深化数字教育合作、推动教育资源共享,促使高等教育合作进一步走深、走实。Since the beginning of the 21st century,Vietnam’s higher education system has made significant strides,forming a structure of academic degree levels,institutional types,regional distribution,and educational goals aligned with the country’s national conditions.However,it still faces a range of challenges,including insufficient responsiveness to social demands,imbalanced regional development,uneven disciplinary growth,uncoordinated teacher-student ratios,inadequate educational investment,and limited international cooperation capacity.To address these challenges,Vietnam has undertaken a series of reforms:redefining the goals of higher education,enhancing institutional autonomy,reforming university admissions policies,updating curricular content,innovating pedagogical methods,strengthening higher education in ethnic minority and border regions,and promoting international cooperation in education and training.The current status and policy orientation of Vietnam’s higher education serve as a vital foundation for China Vietnam cooperation in this field.Looking ahead,the two countries can further refine bilateral cooperation mechanisms,deepen cooperation in digital education,promote the sharing of educational resources,and work toward more substantive and effective higher education cooperation.
