摘  要:在数字时代和竞争时代,推动高水平高等教育流动治理的难度愈发凸显。为了达成欧洲一体化和高等教育区建设愿景,满足数字技术变革和教育数字化转型需要,以及学生多样需求和教育高质量发展要求,欧盟在数字治理赋能高等教育流动方面做出了创新举措。2017年,欧盟启动欧洲学生卡倡议,开发与应用欧洲学生卡、“伊拉斯谟+”应用程序和无纸化伊拉斯谟三项数字技术工具,运行中遵循系统间交互原则,以提高欧洲内部国际高等教育的流动性、质量和包容性。欧盟数字治理赋能高等教育流动的实践体现出秉持以人为中心的治理理念、充分运用技术驱动治理过程变革、构建起协同共治的治理模式的特点。In the digital age and the era of competition,promoting effective governance of high-level higher education mobility has become increasingly challenging.In order to achieve the vision of European integration and the construction of a European Higher Education Area,while responding to technological advancements,the digital transformation of education,diverse student needs,and the pursuit of high-quality educational development,the European Union(EU)has introduced innovative digital governance initiatives to empower higher education mobility.In 2017,the EU launched the European Student Card Initiative,developing and applying three key digital tools—the European Student Card,the Erasmus+app and the paperless Erasmus.These tools operate under the principle of interoperability between systems,aiming to enhance the mobility,quality and inclusiveness of international higher education within Europe.The EU’s practice of using digital governance to empower the mobility of higher education reflects a commitment to people-centered governance,the strategic use of technology to drive the governance reform,and the establishment of a collaborative and co-governed model.
