摘　　要：以温州人精神与地方高校留温强城教育的互动关系为核心,结合“强城行动”战略背景,探讨了温州人精神的历史演变、时代内涵及其在地方高等教育中的理论遵循与实践路径。通过“三进三出”模式拓展文化氛围影响力、“三个课堂”凝聚课程思政向心力、“三合要求”实现价值引领耦合力,以及“三个阶段”提高实践实习执行力,提出地方高校可通过文化浸润、课程思政、价值引领与能力提升四大实践路径,实现人才培养与区域发展的深度融合。研究认为,温州人精神作为地方文化的核心基因,对强化学生地方认同、服务区域经济社会高质量发展具有重要价值。Focusing on the interactive relationship between the Wenzhounese's Spirit and Stay-in-Wenzhou and Strengthen-the-City Education in local universities,this study explores the historical evolution,contemporary connotations,and theoretical-practical pathways of the Wenzhounese's Spirit within higher education,under the strategic backdrop of the"Strong City Action"initiative.By constructing a practical framework encompassing the"Three In-and-Outs"(cultural immersion),"Three Classrooms"(curricular integration),"Three Integrations"(value alignment),and"Three Stages"(competency development),the research proposes four pathways—cultural infiltration,curriculum-based ideological education,value guidance,and capability enhancement—for local universities to achieve deep integration between talent cultivation and regional development.The findings highlight that the Wenzhounese's Spirit,as the core cultural gene of the region,plays a pivotal role in strengthening students'cultural identity and advancing high-quality socioeconomic development through industry-education integration.
