摘  要:随着我国国有企业改革的持续深化,国有油气企业面临日趋严格的合规管理要求,为了推动国有油气企业实现合规管理与高质量发展深度融合,分析了当前国有油气企业在合规管理的政策设计、组织运行、风险评估、标准建设、文化培育和技术赋能六大核心维度取得的实践成效。研究结果表明:①尽管已取得阶段性进展,但国有油气企业在合规管理方面仍面临国际合规压力加剧、国内监管复杂度高、内部治理效能不足及产业链风险传导等挑战;②新一轮国有企业深化改革、能源转型政策红利、技术革新与市场机制的完善为国有油气企业合规发展提供了新的发展机遇;③面对新的机遇,需从战略、技术、生态与国际参与四个维度突破,构建分层分类治理体系强化战略引领,以全链条数字化工具赋能合规管理,通过产业链共治机制分散风险,探索柔性合规模式应对国际规则差异,完善合规管理保障最终实现从“被动防御”向“主动赋能”的转型,为国有企业深化改革与高质量发展提供坚实保障。In China,state-owned petroleum enterprises are confronted with increasingly strict requirements in their compliance management with the continuous deepening reform in all state-owned enterprises.In order to advance this management in depth fusion and the enterprises in high-quality development,practical achievements in current state-owned petroleum enterprises were discussed for the compliance management from six sorts of core dimension,including policy design,organizational operation,risk assessment,standard construction,cultural cultivation,and technological empowerment.Results show that(i)although some progress made,such enterprises still face challenges in this management,such as intensified international compliance pressure,high domestic regulatory complexity,insufficient internal governance function,and risk transmission in industrial chain;(ii)the new round of deepening reform in the state-owned enterprises,energy transformation policy dividends,technological innovation,and market mechanism improvement provide new changes for petroleum enterprises'compliant development;and(iii)it is necessary to make breakthrough from strategy,technology,ecology and international participation,build the hierarchical and classified governance system to strengthen strategic guidance,empower management with full-chain digital tools,diversify risks through industrial chain co-governance mechanisms,explore a flexible compliance mode to cope with difference in international rules,and advance management guarantee to ultimately achieve the transformation from"passive defense"to"active empowerment",providing strong support for these enterprises in both deepening reform and high-quality development.
