摘 要:推动企业绿色转型是贯彻生态文明理念的重要举措,环境规制政策可以有效驱动企业绿色化。但过往研究多注重评估环境规制下企业是否合规,缺乏对企业规制回应模式的系统性探究,对环境规制下企业能否兼顾环境效益与经济效益的认识亦不深入。本文层进式剖析“企业回应维度—绿色转型模式—规制制度建议”。首先,基于制度理论提出规制性制度下企业绿色转型的合规(积极回应、消极回应)与结构(战略回应、战术回应)双维度,据此概括了企业绿色转型回应的4类模式:制度期望型、制度机会型、制度漠视型和制度冲突型。其次,利用新能源汽车行业的双积分政策实践为回应模式提供经验证据,双重差分结果表明:总体上,传统能源车企回应双积分政策的积极性高(产量与产值提升),但战术性强(偏好入门车型),即制度机会型回应;不同车企间存在较大差异:非国有控股车企的回应积极性与战略性均较强(制度期望型),而境外品牌车企则回应消极且无战略表现(制度漠视型)。最后,基于企业绿色转型的4类回应模式,构建了规制制度的调整策略,并对绿色转型不同阶段的规制性制度优化方向进行了展望。本研究为企业绿色转型如何响应规制性制度提供了理论框架和经验证据,对政府绿色规制完善和企业绿色转型深化具有重要意义。Promoting corporate green transitions is a crucial initiative for implementing the concept of ecological civilization,and external environmental regulations can effectively drive corporate greening.However,the previous studies have primarily focused on evaluating whether enterprises comply with environmental regulations,lacking a systematic exploration of corporate regulatory response patterns.Furthermore,there has been insufficient understanding of whether enterprises can balance environmental and economic benefits under environmental regulations.This paper progressively analyzes the relationship among"corporate response dimensions,green transition patterns,and regulatory system recommendations".Firstly,based on institutional theory,it proposes a dual-dimension framework for corporate green transition compliance,which includes active and passive responses as well as strategic and tactical responses under regulatory systems.This study summarizes four response patterns of corporate green transition:institutional expectation-oriented,institutional speculation-oriented,institutional neglectoriented,and institutional conflict-oriented.Secondly,using the practice of the dual-credit policy in the new energy vehicle industry as empirical evidence for the response patterns,the difference-in-differences results indicate that,overall,traditional energy vehicle enterprises show a high level of enthusiasm in responding to the dual-credit policy,as evidenced by increased output and value.However,they exhibit strong tactical preferences,particularly a preference for entry-level models,indicating an institutional speculation-oriented response.There are significant differences among various enterprises:non-state-owned enterprises display strong enthusiasm and strategic responses(institutional expectation-oriented),while foreign brand enterprises exhibit passive responses without strategic behavior(institutional neglect-oriented).Finally,based on the four response models,the study constructs a regulatory system adjustment strateg
