摘　　要：探讨了国有大型化工制造企业下属转制科研院所的小额采购管理模式优化策略。针对科研院所高频次、零星采购的特点,提出了完善分级审批机制、形成多元化供应商管理模式、加强科研计划性与信息化建设等措施。通过优化采购流程与管理体系,旨在平衡合规与效率,满足科研创新需求,促进科技成果高效转化,为国有企业高质量发展提供支撑。The optimization strategy of small-scale procurement management mode for research institutes under the transformation of state-owned large-scale chemical manufacturing enterprises is discussed.In response to the high-frequency and sporadic procurement characteristics of research institutes,measures have been proposed to improve the hierarchical approval mechanism,form a diversified supplier management model,and strengthen scientific research planning and information construction.By optimizing the procurement process and management system,the aim is to balance compliance and efficiency,meet the needs of scientific research and innovation,promote the efficient transformation of scientific and technological achievements,and provide support for the high-quality development of state-owned enterprises.
